Your condenser might be appropriately sized as well.
In my car, I believe that Toyota used a serpentine condenser and R/D left over from their R-12 vehicles, and they cooled just fine for more than 29 years using R-134a.

I think the system is still a bit low on refrigerant based on the pressures at 1,500 RPM.

These problems could be electrical in nature. If so, the system might have set a code, or codes, that can be read using a scan tool. Your local AutoZone can scan it for you, usually at no cost.
