Is it normal for cold air to be escaping from where the drier/accumulator is bolted to the ac line (going to blower)?

No.

Use some non drying body sealer to seal up the gap around the case where the evaporator line exits. Check the evaporator inlet line as well, it is probably leaking air too. Check the evaporator case seam as well for leaks. Leaks like these can bring unwanted engine compartment fumes inside the car.

Body sealer is also known as rope caulk or "Dum-Dum". It is non-drying putty that will withstand the automotive environment. Used for sealing HVAC boxes, vapor barriers inside door panels etc. Any NAPA store should know exactly what you atr looking for.
