AC makes a vibrating horn sound while car is idling

Replaced the expansion valve, dryer and evacuated the system. Cools and operates great until the car is idling and it makes a noise like a fog horn. While this is happening the expansion valve and dryer are both vibrating at a high frequency. Mechanic replaced both parts again under warranty and it still does it?????
