The condenser fans are almost never wired on all the time like that by OEMs, it just wastes power/gasoline and wears out the fans. It makes sense to insulate the liquid line, will improve performance a little bit. Make sure you use appropriate insulation, don't create a fire hazard for a few% gain.

Doesn't sound like compressor problem, the compressor pulls down to an adequate suction pressure. 2nd capillary tube from the TXV would be an external equalizer connection, must be hooked up to the suction pipe at evaporator out.
