I've seen no evidence that your TXV is a problem, sensing bulb installation looks kinda wonky, but there is only one picture. Can you get suction pipe temperature and pressure at the same time? Need to calculate suction superheat to see if the TXV is adjusted close to correct. Infrared thermometer, calibrated finger, whatever works. I meant the low pressure port of the TXV, it's in there trust me, but in order to adjust you have to recover charge and unscrew the fitting, let's hope it's adjusted close by the guys that made this unit. Yep, undercharged. My guess is you are right around an empty accumulator. 8oz low.
Best thing to do is have a pro recharge entire charge by weight.

You are getting high side pressure of 215 psi in Arizona, your condenser isn't the problem. Plenty of vehicles would be thrilled with that.
If you really want the high side to be 250, start blocking it off with duct tape, shopping bags, dead birds, whatever, it's easy.
