First, check your Manifold Gauge Set and/or RRR machine, as well as the hoses, to verify no equipment leaks. I, too, think the system is somewhat low on refrigerant. Presuming that you're testing under the proper conditions, not at idle, a low-side pressure of 30 PSI correlates to an evaporator temperature of around 34°F, which is just about right. Unless it has an oil cooler in it or an integral R/D—which looking at the photos, your universal condenser does not have—just turn it over so that it's in the correct orientation fitting-wise. Condensers that DO have an oil cooler and/or R/D would have the fittings in the correct orientation anyway,...

Have you measured the clutch gap and/or tried nudging the front of the clutch with a suitable wood tool, like a section of 2x2, to see whether it engages?
