I'd pull the belt that turns the compressor and spin the idler pulley by hand, see if the pulley feels bad or makes a noise, I've had bad AC idler pulley on my Frontier. Sounds like your ECU is doing a good job with the closed loop idle control then... That shaft looks pretty rusty.... Try a good penetrating lube, like PB Blaster, soak the crap out of it and let it marinate overnight. Then try pulling/prying it off again tomorrow. One other point you need to know about installing O-rings is to never install them dry. Always lube them with whatever compressor oil your AC system uses prior to installation.
