I think you are on the right track, plugged up condenser outlet screen maybe.

If you stop charging before the PRV pops there will be a big temp drop between condenser manifold and liquid line, liquid line might even be cold before the TXV

You can charge as a vapor with the compressor running. You can trust the weight this way as well. Automotive systems are so small it's easy to get the entire charge in as a liquid if you make the tank warmer than the car. Red = Liquid is connected to a dip tube that goes to the bottom of the tank. You charge by weight pushing liquid from the red valve.

Keep using the mechanic who said you don't have enough condenser airflow. A blockage almost always kills performance, but you say it can freeze up the evaporator. I think your mechanic is probably correct, need better condenser airflow

It seems very improbable to have two defective PRV, especially the OP says he installed NEW Denso compressor. I'm doubtful it's what is really going on. Maybe try a different gauge set, yours is not opening maybe, gage stuck, valve not opening, 110 on yours is in reality 550 psi? I'm just guessing o...

There is no compressor I have ever seen that can lock up internally and still seem to have a shaft that spins freely. Usually underbody lines leaking on those GM Lambdas. The next generation Enclave/Trav/Acadia had horrible rear evap leaking problems, those 1st gen had rear evaps that leak too
