Thanks Tim, 3 oz would be about 20% of the system total oil capacity which was about 15 oz.

Unfortunately a computer crash lost the refrigerant oz put in at that time (will try to recover). Was able to recover the lost data – Initially put in 23.1oz 134a 11.5oz oil Yesterday I put in 16.6 oz so total I have in so far: 39.7 oz 134a 11.5 oz oil (29% oil ratio) Based on prior planning calcul...

As one who is working themselves out of the AC novice label... That is not acceptable. 29" on a gauge isn't accurate enough. You want a Micron Gauge to properly gauge vacuum ($200) to 1st test the pump make sure it is providing adequate vacuum and then to test the system Under 500 on the micron...
