test conditions are rpm 1500 doors/windows open, fan on high speed set for max cooling. Fords had eractic cycling switches back then. Make sure you have the correct charge in the system.

This is exactly the reason I state a 30 minute vacuum is useless. As suggested, keep the vacuum going for a longer period of time. just put a decent cap on the low side and do not pull the charge just to change a schrader. Schaders are not the sealing but a cap is there for sealing.

you can place your R134a cans in hot water to get it into the system. You need to get a full corret charge into it before you can evaluate its performance.

Are you sure that is a resistor in the circuit of the compressor and not a diode?

yes they used expansion valves with internal equalization.
