"Tbird he would like the system to cool as best it can"
So wouldn't everyone
You could size the pulleys so as to achieve the spec 1800 rpm at idle, but what happens when he puts his foot in it.
The traditional pulley sizes are geared for typical usage, such as stopping for red lights and stop ...

"Owner wants the system to work at peek performance especially at idle."
This is an impossible task. At idle the comp is doing nearly 0 work.

How can you test the vacuum while the system is under pressure? (post 6)
The discrepancy might be due to outgassing, a leak, or an uncalibrated (zeroed) gauge. OR a vacuum driven so-called vacuum "pump" such as you can buy at Horrible Fright was used. These devices are a joke because they CANNOT ...

Examine the depth to the depressor when the knob is in the open position vs the closed position.
I have seen the depressor knobs marked backwards.

Re: Erratic Hi/Lo Pressures
As has been suggested, the testo graph is not all that helpful.
Please run engine at 1800 RPM , doors open, AC set to max fan and max fan, install a standard MSG onto the schraders, and get a suitable digital thermometer into the center vent, and report back when the compressor clutch is activated ...

Re: 2003 Ford Taurus - Compressor not engaging
Please recall that a pro would use an AC machine with a 30# bottle and just dump in the factory charge. 99.999% of the time this is sufficient for the comp to start.
