TL:DR Yes, in certain conditions, and with some compressors, a low refrigerant charge can result in a higher than normal suction reading. The thing is, double end capping seems to increase EP performance and even improve oil return. It's not all about the moisture.

I don't agree that you NEED a cross charged head or bleed seat. You have a nice big fixed piston compressor, system charged head or cross charged would both work fine, whatever your existing valve head is will work fine. This compressor is incapable of low loads, oil return is not an issue. My faul...

He's also gonna need a cross charge or a nicked valve seat, or he'll be toasting his comp at part load if there isn't an oil return line or the TXV equalizer line isn't located between the EPR and the comp.
