Air conditioner blows cold while driving, hot shortly after stopping

Got on the Dodge Forum and based on the other posts it appeared that my condenser fan motor was going out. I noticed that the fan was not spinning, but when you tapped on the motor the fan would start spinning. I replaced the condenser fan assembly but it did not do the trick. Someone told my husband that it was a relay, but 2008's do not have relays. The have a TIPM(I think that is right). Could this be a pressure switch issue? I don't have readings yet, but will go by today and get them. This is driving me nuts! It's hot and humid here in Texas!!

A quick check of the fan and its performance is to hot wire it to 12 volts.
