80 at both high and low sides

Pressure Low: 80
Pressure High: 80
Country of Origin: United States

Trying to get system working that had all its R12 leak out year ago and was exposed to air.

Added some R12. Both low & High side pressures are equal, 80 psi. I believe high side should be 200 psi.

What is likely cause of this? Not enough R12 added? Blockage?

There is only one measuring port for the high side and it is just before the evaporator valve and there is only one low side measuring port and it is on the other side of the evaporator valve.

What should I do next?

Is the AC compressor actually engaging and the center part turning, and not just the outer pulley?

Yes, the compressor clutch is engaging. The compressor is doing something because the line coming out of it gets hot. However, the compressor just doesn't sound like it is being loaded down to my ear.

Some photos of your hose hookups would help. High side is before the TXV and low side can be on suction to compressor or POA
