25psi S/75 psi D, could it be anything but the compressor?

Make: Diesel Kiki
Model: DCW17
Refrigerant Type: FREON
Pressure Low: 25
Pressure High: 75

I've gone through a few used compressors, but before I splurge for a rebuilt, I want to know for sure that I've narrowed it down to the compressor.
It is a Zexel Diesel Kiki DCW17 V5 compressor.
The service ports are right next to the compressor on the compressor connection.
The AC system on legacy was filled with 30oz of CFC12 after a vacuum and the system will not go over 75 psi on high side and it won't cool.
The low and high are side by side and within 3" from the compressor, so restriction between compressor and the fittings is not likely.

Brand new TXV was installed along with compressor that I bought from a message board from someone who claimed to be working order.

Is there anything else but the compressor that will cause a discharge pressure of only 75 psi while giving a normal pressure on low side of 25 psi?

Have you replaced the receiver dryer during any of these repairs? Is there any frost on any of the liquid lines or receiver dryer?

Was the system ever flushed? Condenser replaced?
