Pressure Low: 11
Pressure High: 110

Ac would only blow cold while driving or if you rev it up to like 3 grand low side is like 11 psi and high is around 110 I replaced the expansion valve and still nothing maybe the condenser???? Any help would be awesome thanks

Was there any debris at the old TXV? Is there a full charge in the system? Does the block TXV respond when shocked by hot and cold?

Is anything frosting up anywhere?

Are the pressure readings you provided the ones when the system does cool (at 3,000 RPM or while driving), or when there's no cooling?

The system is charged there was no debris and no frost the high pressure lines were hot but not one of the low pressure lines felt cold and it was running at 3000 rpm
