It engaged with the old compressor.
After I replaced the expansion valve (removing the evaporator housing to do so), compressor and (starter on engine), compressor no longer engages.
The clutch on replacement compressor is good, because I can manually engage it by jumping.
The low pressure switch closes fine.
I made sure I plugged back in everything I unplugged. So, what could possibly be causing clutch to not energize?

I see a number of possible culprits there, including the wiring itself. If it were me, I would be using a DC voltmeter or test light to trace where you are losing the activation voltage. Since you said the old compressor worked but the new one doesn't, one suspect would be the thermal protector in the new compressor.
