Sienna cooling fan not cycling when A/C is on

I have a 2005 Toyota Sienna, and when I turn on the A/C the cooling fans mounted to the radiator are not turning on . This causes the condenser to over heat and have excessive high pressure. At this point, I am not sure if the fans turn on at all. (although I did see them cycle (at low speed) a little bit the other day) I am thinking about changing the cooling fan computer module, but are there any relays or sensors that could also be the problem? The cooling fan cpu is pretty expensive.
