My low side cycles from 25-45 and high side cyles from 90-115.

Temp out of vents is around 64F

Compressor cycles for 3 seconds on, then 3 off.

As I am a total newby, is this pressure cycling indicative of low R134?

yes, it appears you're low on charge. Charge it until both lines of the evaporator are the same temperature and then add 3 or 4 oz more.
