Insufficient cooling

Model: 4000 S Quattro
Engine Size: 2.2L
Refrigerant Type: 134A
Ambient Temp: 90F
Pressure Low: 35
Pressure High: 255
Country of Origin: United States

Above readings with the engine warmed up and idling at 1000 rpm. The vent temp was 70F. The system was charged with 32oz of R134A. New from here York reciprocal compressor. New condenser (old fashioned nonparallel flow type) and hoses etc. Any idea what might be wrong?

Just for the heck of it I decided to scrape the paint off of inspection glass on top of the drier. What I saw with the system on full blast was a solid milky white flow. I'm not familiar with what R134A looks like when there is air in the freon. Am I running low on freon?
