New system, how/when to add PAG?

Year: 1994
Make: Chevy
Model: Caprice
Engine Size: 5.7
Refrigerant Type: 134a

practically a full rebuild/refurb on the entire car.

I've got everything brand new, all the hoses, condenser, evap, etc. Everything!

My GM manual says 8.5 oz and the chart on this website says 8oz. Do I add all the PAG at once in one location or do I put some in the compressor, evap, accumulator and condenser?

The system may sit for a period without being charged or vacuumed. Would this be detrimental to it? The reason I don't wait until the car is up and running to install is because the compressor is so much easier to install with the front clip off the body.

Wait and place the oil in the system just before you go through your evacuate and charging procedures. I would go with what your manual is stating.

What if getting to the compressor is a nightmare to get to after its installed? Can I add the oil to a hose going into it?

It would be best to wait until you are ready to charge the system to add the oil. PAG oil is hygroscopic and will absorb moisture. The longer it remains uncharged after adding the oil the more likely it will absorb moisture. This will cause issues later.

Yes you can add it to the low side hose. Add ~ half the oil to the low side hose the rest to the accumulator.
