You may have hot air passing around the evaporator due to the vehicle being a 1967 (51 years old) and the rubber gaskets inside the evaporator box being bad. Just measured mine from my kit. Use the .070 size. Good luck on installing a VIR in a 1973 Vette. Make sure the top of the VIR is in the correct orientation. You may want to use a SMALL amount of Never Seize on the threads.

Did you use a POA elimination kit? A6 compressors were not meant to cycle on and off. GM tried that on some models and changed to the R4. R4 did not have an oil sump worth a damn so they were not a good choice. We will need high side pressures as well as low side pressures at 1500 RPM Reman'ed A6 fr...

Those systems have a sight glass on the VIR so charge until the glass is clear. With your gauges connected, engine at 1200 to 1500 rpm, disconnect the blower resister, does the low side drop to approximately 30 PSI? If not, start looking at the POA inside the VIR ass'y.
