I think I'd also lean towards brand-new compressor. But since you have used parts available, and the compressor shaft turns and you say it appears to contain your R134a, you're not out much to try your used parts.

Fluid pressure is about 30 psi on low side when compressor is engaged. Any input or ideas would be greatly appreciated. Need high side pressure when running at about 1800 rpm. I would think that there are modern controls that could work. Some modern systems work by pressures, some might work using electronics. I believe most systems once "on" have the driver "add heat" to make the temperature comfortable. Systems like in my '88 Mazda truck and '98 and ...
