I think the sensor is a reluctor like the pickup in a distributor, puts out a small AC voltage, frequency proportiional to rpm. .020 is about the maximum you want. It is hard to measure on a used clutch because the plate and pulley usually wear into each other in a matching groove pattern. If you didn't charge by weight, you may be undercharging it trying to keep the high side down, because there's a condenser issue (worn out fan clutch etc) that would be apparent with a full charge.
Most systems don't get really fully cold at idle anyway.

You could replace the lines that were cut to put the tees in, with stock ones from a front air only truck.

Check that all the fins of the condenser are clean and not bent shut. Since it's not a stock condenser, make sure there is no gap around the edges where air can bypass the condenser. High side?
A CCOT system that is undercharged but otherwise in working order will cycle the compressor rapidly. The low side will go down to the switch cutoff (25) and cycle from there.

Is the noise really from the compressor? A lot of times one of the other pulleys will get noisier with the A/C on because of increased strain on the belt. Getting warmer on a long run could be evaporator freeze-up. Pull over after a while and check for ice on the lines. Remove the one shim and try it. Like someone else said, it's not too close unless it rattles or drags when off. The magnetic force from the coil normally gets weaker as the coil gets hotter.
