A lot depends on what you find in the dryer.
If it has a pint of oil in it, then you may need to flush the system.
If it is bone dry, you need to look at the condenser.

Well, 2 compressor, same tensioner. Same noise.
I hate to just throw parts at things, but given the price of a tensioner assembly (under 50 bucks) and the ease of replacement ...
Still sounding like the hydraulic tensioner leaks down over time when not in use. Once it is cycling it is ok.

Sounds like it has 2x the oil charge, some sealer and is overcharged on refrigerant as well. Time to take it apart. Recover the system. Look at the expansion device first. Your RX7 uses a block type TXV, so the low side switch can keep things from operating when it it either too cold outside, or the system is severely undercharged.
