Static pressure at 90deg outside temp is at 150 on the high side and the gauge is pegged on the low side, does that mean the expansion valve is clogged?

Meant orifice tube.

Static pressure should be at the condensation point for the refrigerant at ambient temperature. Abnormally high static pressure indicates contamination with air-- likely the system was worked on and the air in the lines was not pumped out before charging.
