AC Vac at Elevation

i see many posts that say 29inHg vac is the target, but thats for sea level. is there a min % of ambient pressure that is a vac target for 134a system? example, at +2600ft sea level ambient pressure is ~27inHg, so its not possible to get 29 on vac gauge. however, due to storms in my area the pressure currently is ~30inHg.

sea level ambient is ~29.92inHg, so if target is 29 at sea level the diff is 0.92inHg, 29/29.92 = 96.92% reduction, or 3.08% of ambient.

is 3% of ambient pressure considered minimum?
