2000 mustang troubles

When I turn on the A/C the engine goes into an erratic idle even though the compressor is not running. I cannot add freon to the system. What do I need to be looking at?

What's probably happening is the PCM is getting the A/C input signal, thus sending a signal to the IAC to up the idle, but without any A/C load, the idle speed exceeds limits, and the PCM sends another signal to the IAC to slow down the idle speed.

What makes you think the system needs refrigerant? With 95 PSI static pressure, the clutch should at least engage. The A/C compressor might not be engaging for a number of reasons, including a bad CPS, open HPCO, defective compressor relay, bad compressor clutch, too wide a clutch gap, open in the wiring or bad ground...
