Pulley bearing may be shot. Take the belt off and turn the pulley by hand, check that it doesn't wobble.

With the A/C off your high and low side should be equal. I would suspect the valve is not being fully depressed and not giving a reading. As far as the clutch rubbing, sounds like the clutch is either bent or the clutch gap is way too tight. Has the A/C system been serviced at all recently?

OK went out tonight ambient temp 71F Low side went to 30 high side 135
center vent 48F medium fan speed 600Rpm
1500 Rpm 45-44F
Shut down A/C pressure dropped to low side 59 high side 40

Engine at idle 600Rpm ambient temp 73F
start ac low goes to 35 high 195
600 Rpm center vent at 52.2

When you turn off ac clutch rubs sometimes?
Yes I rebuilt the system all new parts so compressor must be defective.

All new parts. Ok, so is this a new delphi HT6 compressor, or a Sanden replacement, or a Seltec replacement?

Sounds like you may need to adjust the clutch gap a bit, or just do about 50 burnishing cycles on the clutch.

For the HT6 you will need a clutch tool set like THIS to pull the plate back a little bit. You can rent / borrow that tool from chain auto parts stores.

I would try burnishing the clutch first. Basically this involves cycling the clutch repeatedly 40+ times in a row. Usually you can do this with the low pressure switch connector & a switch, or the compressor relay socket & a switch. 3 seconds on, 3 seconds off. This burnishes the clutch face, and improves torque holding capacity.
