Low Voltage at Compressor Clutch

The air compressor clutch on my 1985 Corvette only has 7 1/2 volts to it, hence not enough to energize the clutch. The compressor clutch works sporadically which I assume the voltage keeps varying. Bought a new A/C relay however cannot locate the location in the engine compartment. Any thoughts of where the A/C relay is located what other component(s) could be causing the low voltage problem(s)? Thanks for any assistance.
