A/C woes fault finding.

Model: Passat
Engine Size: 2.8
Refrigerant Type: R134
Ambient Temp: 90
Pressure Low: 150
Pressure High: 275

Looking for a little advice ref my wifes Passat.
A year or so back I replaced the comp, drier, orfice valve ect. All had been well till last week my dearest tells me the a/c is not working.
So I ran the engine 2000 rpm, windows open air of full AC.
This model has the climatronic A/C system.
I have a dial thermo in the vents and the temp did not drop below 65.

Decided to try pulling a vacuum and recharging with the correct amout R134a.
No change.

But, we were due for a road trip the next day and we noticed that any speed above 50 rpm the A?C works like a charm.
This leads me to the fan.
Fan is only 18 months old, it is supposed to be 2 speed but I have noticed that it never gets to the higher speed.

Am I right in assuming this is the reason for the lack of A/C at low speeds.

I am pretty sure that there are two items that could be defective. Either the Aux Fan control unit or the coolent temp sensor.
One cost $200 the other $20.

Would I be right just replacing both? Any cluse on how to test the items?
