1992 Mercury Tracer AC keeps going on and off

My buddy has a 1992 Mercury Tracer with R-134a, and his AC does this:

[LIST]
[*]Turns it on full cold
[*]AC compressor kicks on then off then on then off then on then off then on (etc)
[*]When air kicks off, low side measures ~60 PSI and falls to ~38 PSI
[*]When air kicks on, low side measures ~38 PSI and climbs to ~60PSI at which point it shuts off[/LIST]
Any ideas???

It's probably cycling on high pressure. You need to measure the high side to know. Are the condenser fans working?

You need both high and low side pressures, if this was just retrofitted, sounds like it wasn't evacuated (Vacuum pulled) and it's full of air which will raise the pressures..
