Year: 98
Make: Honda
Model: civic
Engine Size: 1.6
Refrigerant Type: 134a

When I pull the evaporator out from my car , I realize it is hard to get the expansion valve out , the service manual says that I need two wrench to do the job.

anyone knows how to fix the expansion valve with a wrench ?

Without looking up the specifics on this model; the Honda's I am familiar with have a block type TXV sandwiched between the manifold of the evap and a short rigid line assembly that feeds to the firewall where the underhood lines connect. This assembly can be retained with a thru bolt and nut, and thus the two wrench instruction. Hold with one, turn with the other.
