When the engine is stopped, both high and low side has 75psi. When the engine is running, low side drop to 40psi but there is no change to the high side reading. Is something blocking the high side line ? The dryer ?

That car has a variable-displacement compressor. It could just be undercharged, as variable compressor systems do unusual things when undercharged. If it still does the same thing after evacuating and recharging by weight, it appears the compressor's variable displacement system has failed, which is rather common. Replacing the entire compressor is the usual cure.
