cool, not cold

Radiator & Condenser fans running, but no additional fan was added.
Car outside under overcast sky.

If I water down the condenser, the low side drops to about 28
and the vent temp drops about 2 or 3 degrees.

What is any work was done to the car? it appears to be slightly overcharged..

Last work on it was a couple of years ago w/ new compressor, condenser etc (and flush), but after charge the results were same as they are now. Found out months afterwards that the gauge set couplings were not tight to the hoses.
