low volume/velocity

2004 crown victoria, 36,000 miles with new runnning blower motor and new working thermal regulator (the culprit). after installation of these parts, i have a new problem. the volume and velocity of cold air coming from the vents is very very low. (the air is cold!!) this is true whether one vent or all vents are open. it is as if the air from the blower is not crossing the evaporator like it should. however, the evaporator seems clean on the "pre"side. i have taken the glove box out and felt all around for leaking air and have found nothing> any ideas on this with the exception of pulling the dash out??

Is the new motor spinning in the right direction?
I've seen many aftermarket blower motors for Ford products wired backward at the connector if there is a wiring pigtail.
I got bit by this once and now verify the rotation on all replacements.
