what would be a good sign that a system is over charge?

Poor cooling, compressor locking up, high head pressure are a few signs.

Constantly adding refrigerant to a leaking system is another cause. I would have the system evacuated (Check the O tube while it's empty) then recharge the factory amount back in, then you can properly diagnose the system..Hope this helps..
