When engine off, low side 80, higher size 150?.

Hello:

Today, I refilled R134a on one of my fiend's Civic.

When engine running, the low size read is 40, higher size read is 200.

But, when engine is off, the low size read is 80, higher size read is 150.

I remember the low size and high size reading should be equal (around 100) when engine off.

What cause this?

Thanks.

Expansion valve could be sticking a little. Bet over time it will equalize out.

This is normal. The TXV closes fully when the compressor stops and it can take a long time for pressures to fully equalize. The exact equalized pressure depends greatly on the temperature of the car.
