A/C Amplifier function

How does the A/C Amplifier work or "amplify" the system? Can somebody take a guess why the mechanic of the previous owner thought its ok to bypass it? I want to replace it but it seems like this part is not that easy to come by, I have yet to check at the dealership.

"Basically" it counts the RPM's (engine and rpm sensor on compressor if eqyipped) and makes sure there isn't to much cycling going on, (sing of low charge) you can find them used in any junkyard, and they are a common fail point..
