Electronic speed control on fan?

Hi All; Doing an AC systems check and noticed all fan speeds except hi blower were dead. Did a quick fuse check, all OK; suspect electronic speed controller, not manual (resistors,etc) Any clues? Thanks!

It uses a Resistor pack located in the blower ductwork.
