87 Monte Carlo low volume air at vents

I"ve owned this 87 Monte Carlo since 1989. Bought originally as a theft recovery ----no front clip--- never hooked up air. installed all missing parts over the course of a few years but never charged system. After receintly moving to Arizona and bringing car with me I took car to local mechanic who works on old cars and had air charged. Compreddor was shot do it was replaced along with the drier. Compressor kicks on along with the fan, all speeds work including max air, but the cold air just weeps out the vents at high and max fan speeds. the car was only a couple years old when I bought it with 30,000 miles on it. What could be the problem? Vacuum lines I'm thinking? Also can anyone recommend a competent air shop here in Phoenix? Thanks hope to here back
